◾Project Implementation
◾Progress management according to activity plans
◾Tendering for and involvement in selection of partners and contractors
◾Quality control of project implementation
◾Management of project staff, partners and contractors
◾Oversight over work executed by incentive workers, contractors, beneficiaries and/or host community
◾Monitoring and Reporting
◾Develop and implement monitoring systems for partners and contractors
◾Report weekly to PM on progress
◾Report weekly to PM and FAM on spending
◾Prepare field reports as required by proposals and budgets; both on output and outcome level
◾Develop monitoring formats for on-site quality control and construction management
◾Budget Control
◾Manage the project budget related to implementation and according to activity plan
◾Analyse partners and contractor spending reports and prepare disbursements
◾Human Resources
◾In cooperation with the PM, manage the recruitment of shelter staff
◾Suggest staff training and staff development initiatives and coordinate with PM and HR
◾Implement the staff training and staff development plans
◾Coordination
◾Ensure a constructive cooperation and continuous communication with local authorities and beneficiaries and host population on field level
◾Ensure a constructive cooperation and continuous communication with other international and local NGOs as well as the UN family on field level
◾Advocacy
◾Actively promote the rights of returnees
◾Project Applications
◾Prepare/develop narrative and budgets for proposals in conjunction with PM, FAM, Logistic Manager and shelter project staff
◾Program Development
◾In close collaboration with the PM assess possibilities for expansion and further development of the shelter and other CC programs
Qualifications
◾Higher degree in education or related fields of study
◾Solid field experience, preferably from refugee/IDP shelter programmes in complex emergencies and camp environments
◾Experience of selecting and managing private contractors
◾Experience in capacity building and training of national staff
◾Experience in staff management
◾Experience of management of projects to deadlines
◾Experience in logistics/administration management
◾Experience of coordination and advocacy work
◾Significant understanding of complex emergencies and crisis contexts
◾Training skills
◾Proven communication, interpersonal and leadership skills
◾Fluency in the English language
◾Political and cultural awareness and experience of working where insecurity is a major issue
◾Computer skills
◾Proven skills in report/proposal writing
Personal qualities
◾Goal oriented
◾Ability to work under pressure, independently and with limited supervision
◾Ability and willingness to work and live under difficult circumstances
◾Flexible, creative and co-operative
◾Practical sense and willingness and ability to contribute to logistics
◾Sense of humour
◾Knowledge of the political situation in Lebanon and Syria an asset
◾Strong IT/database management skills an asset
◾Arabic language skills an asset
◾Experience using and training staff on Mobenzi or similar survey tools an asset
