Today, the ACTED Amman is the Regional Coordination Office for MENA region.
Sexual Reproductive Health Rights, refugees and civil society: ACTED’s multi-sectorial humanitarian and development intervention in Jordan – ACTED has been working in Jordan since 2005, supporting missions in the Middle East and North Africa. Besides acting as a regional office, ACTED has become fully operational in Jordan, implementing two in-country projects from February 2011. The main axes of intervention of ACTED Jordan are sexual and reproductive health rights (SRHR), social support to refugees and strengthening of the Jordanian civil society, with a special focus on youth and women.
III. Position Profile
Summary
The WAS (Hygiene) Program Manager oversees and manages the implementation and coordination of activities for all activities in the camps (Za’Atari hosting an estimated 120,000 Syrian refugees and Azraq to open soon with initial capacity for 40,000 and long-term capacity for up to 130,000). This is done in close collaboration and integration with the other components of the WASH programme – including water supply, sanitation, waste management, and community mobilisation.
The position is responsible for managing camp-wide hygiene promotion programmes, managing WASH-related NFI distributions, and putting in place the strategies and modules to support that. Specific teams are in place in each of the camps with Project Managers and Deputy Project Managers, so the role is supervisory and not day-to-day implementation.
Responsibilities
1.      Ensure external representation of ACTED in relevant sectors
• Representation to local authorities, camp management, donors, other humanitarian actor, and UN agencies:
• Participate in technical and sectoral working groups, inter-sectoral working groups and meetings;
• Participate in technical and sectoral Donor meetings and pass relevant information to the Country Coordinator;
• Participate in technical and sectoral meetings and working groups involving NGOs and UN Agencies (UNHCR, UNICEF, WFP, WHO, etc.) and all other inter-governmental institutions;
• Contribute to the creation of reports, ensuring the quality and accuracy of technical information provided as well as the confidentiality of internal information as required.
• More generally, the program manager is expected to uphold, represent and deliver programmes in accordance with ACTED’s mandate, ethics, values and stand-point, contributing to a positive and credible reputation of ACTED with regard to other actors.
2.      Project Cycle Management
• Project implementation:
o Review the various stages of project implementation;
o Support the implementation of the project and the methods of follow-up;
o Manage project finances, logistics and materials;
o Support the management of large field teams
o Implement effectiveness monitoring and quality assurance systems
o Liaise with all internal and external counterparts of the project;
o Assess the activities undertaken and ensure efficient use of resources;
• Project reporting requirements:
o Create and update work-plan and Programme Manager Framework for the project
o Set up a clear timeline of reports to be submitted to project Donors;
o Draft narrative reports to donors, monthly internal reports and contribute to the development of financial reports through regular budgetary follow up;
• Ensure adherence to FLAT procedures.
• More generally, communicate systematically to the relevant Country Coordinator on project progress and planning.
3.      Provide Relevant Technical Expertise
• Provide technical inputs and guidance and ensure that technical quality and standards are considered during project implementation:
o Collect technical information and analyse associated opportunities and risks;
o Define adequate technical modalities and strategies of intervention as per objective;
o Identify and collaborate with relevant technical authorities and partners;
o Identify and assess key hygiene risks in the camp and design effective and appropriate hygiene promotion responses that facilitate the refugee population to be able to mitigate or manage public health risks.
o Liaise and work in participation with the health sector as part of the disease prevention and primary health response to public health issues
o Design and manage NFI distributions that promote and facilitate optimal hygiene-related behavior and practices (including WASH kits, household hygiene kits, baby hygiene kits, menstrual hygiene items, etc).
• Undertake quality control:
o Analyse technical added-value and project impact;
o Propose and implement solutions to problems encountered;
o Set up technical evaluation exercises during and following implementation.
4.      Oversee Program Staff
• Organise and lead project coordination meetings;
• Prepare and follow work plans with each project member;
• Ensure a positive working environment and good team dynamics (solve out potential conflicts);
• Adapt the organigramme and ToRs of project personnel according to the project development;
• Undertake regular appraisals of directly supervised colleagues and pass appraisal forms to the Country Admin/HR Manager with recommendations (new position, changes to contract or salary etc.);
• Ensure a building of capacity amongst technical staff in the relevant sectors.
5.      Identify Best Practices and Lessons Learned
• Collect information and tools employed for project implementation;
• Draft memos detailing lessons learned and best practices identified during the project;
• Share such memos with internal and external partners;
• Communicate such information to the Country Director or Area Coordinator, to Regional Support Offices and to HQ Reporting Department.
IV. Qualifications:
• Degree in public health, health promotion, or related courses;
• At least 3 years of experience in project management in a international relief or development setting;
• At least 3 years of experience in hygiene promotion, health promotion, WASH, community mobilization, and related fields;
• Experience in refugee or IDP camp situations preferred.
• Arabic language preferred.
• Rapid deployment required.
V. Conditions:
  • Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus
