Iraq: Compliance and operations director

Organization: Chemonics Country: Iraq Closing date: 11 Aug 2013 Chemonics seeks a compliance and operations director for the USAID Iraq Governance Strengthening Project (GSP). The Iraq GSP project works to enable local governments to respond more effectively to community needs. The director of compliance and operations will report to the chief of party and will be responsible for the overall project administration, human resources, training, communications, logistics, security, procurement, budgeting, finance, and property management. This person will lead a diverse team of local and international professionals (with six direct reports including procurement and finance directors) to ensure compliance with relevant USAID regulations and procedures, and local laws. This year-long position will be based in Baghdad. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities include: • Manage all operations including but not limited to administration, security/logistics, procurement, budgeting, finance, human resources, and reporting • Ensure that program implementation is in accordance with USAID and Chemonics regulations and procedures; this will include ensuring that all procurement processes are fair, expeditious, and transparent and perceived as such by beneficiary communities; reviewing financial management; and monitoring project reporting • Supervise the contractor’s day-to-day field operations including project facilities (such as office space, equipment, and project vehicles), administration, logistics, procurement, budgeting, and financial accounting, and act as the chief of party when he is absent from the program • Supervise daily financial operations of the contract, which include cash flow management, time sheet recording, reporting to USAID on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures • Ensure continuous liquidity for the project, assist in handling human resource issues, and investigate and identify new ways to achieve project efficiencies Job Requirements Qualifications: • Bachelor’s degree in relevant field required; advanced degree preferred • Skilled in USAID’s policies and procedures in regards to financial management, financial reporting, procurement processes, systems, and human resources • Minimum of seven years relevant work experience, including experience with a USAID contractor or international NGO managing and implementing field programs required • Minimum five years experience in a supervisory compliance position, preferably on USAID projects • Supervisory and management experience, including direct supervision of professional and support staff in an international setting • Experience working effectively in post-conflict environments and experience in the Middle East and/or Iraq strongly preferred • Demonstrated leadership, versatility, and integrity • Available to start in July 2013 or early August • Excellent verbal and written communication skills in English; proficiency in Arabic a plus Application Instructions: Send electronic submissions to IraqGSPComplianceDirector@chemonics.com by July 31, 2013 with “Compliance and operations director” in the subject line.
