Upon completion, Cairo Festival City will be home to over 13,000 residents in villas and apartments and a place to work for 50,000 office staffs. :: About the Role: The objective of the Centralised Procurement function is to encapsulate all forms of procurement of assets (goods and services, works, supply agreement, annual maintenance contracts, professional engagement etc) for the business owners based on their specifications. Specifically, this position works closely with the Development Department and assists in their purchasing needs. A variety of benefits associated with a centralized procurement include: Segregation of duty Check and balance in the procurement process Center of excellence and buying expertise Assessment/list of qualified vendors/suppliers Vendor/supplier relationship management Reduce cost; generating savings Efficiency Technical Plan, direct, and manage the Centralize Procurement activity for the organization, specifically the Development Department Prepare Requests for Proposal/Invitation to bid documents based on client needs, advise on selection of tenderers, prepare tender evaluation reports, lead and conduct the tender negotiation process up to and including preparing final recommendations for internal acceptance/endorsement Develop, manage and implement effective procurement process; develop any necessary Key Operating Guidelines Ensure the procurement of services and goods are in line with projects budgets, time and quality standards Verify invoices from suppliers in accordance with contract provisions and provide recommendations for payment in collaboration with the Development QS’s Evaluate overall revisions, price and past performance of all contractors and suppliers Demonstrate continuous improvement, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality service Prepare and present relevant reports at regular intervals on progress against a baseline procurement program and supplier service delivery Process Develop, review, recommend and implement new or improved administrative, purchasing and clerical procedures to maintain economy and efficiency of operation Research and evaluate commodity areas and make recommendations for standardization across the organisation Adapt standard form of contracts, in conjunction with Group legal, for the procurement of various maintenance agreements, service agreements, and agreements of purchase Comply with and use of organisational forms and processes to ensure internal approvals are obtained in accordance with group policies and the Delegation of Authority Systems Maintain Procurement systems and procedures for the qualification of reliable and capable suppliers and contractors and continuously maintain a supplier/subcontractor performance evaluation system Customer Provide the complete service interface between customers and Procurement department and the contractors / suppliers by ensuring service requirements are met in accordance with budget and program :: About You: Minimum Qualifications and Knowledge: Degree in Engineering / Finance or equivalent. MBA an advantage. Technical knowledge of project works and best buying practices Exposure to both bidding and tendering process/evaluations Exposure to detailed cost analysis and bids normalization Real Estate Finance experience in mixed-use development is essential.
