Jordan: Regional Humanitarian Operations Advisor – Syria Response

Role: As a member of the Regional Humanitarian Team, this role will advise and support the large humanitarian responses (Syria Regional Response: Syria, Lebanon, Iraq, Jordan, Egypt), will provide a variety of services to the Country Programme(s) / Team Leader(s), Save the Children International (SCI) Centre, Member and SCI Regional Offices and Member HQs. The post holder will act as a coordinating focal point for day to day operational issues; will provide support to Country and Regional Teams, ensure effective information flows and assistance in adherence to SCI response benchmarks. The Humanitarian Operations Adviser position will support and ensure that benchmarks are achieved, accountabilities are maintained and that inputs are provided to the response as set out in Save the Children’s categorisation framework. The role is based in Amman and f or 12 months. This job description provides for on-going response backstopping support to Syria and surrounding country refugee responses, as part of the Regional office during this late phase of the response. Any additional new humanitarian responses in these countries or others in the region may also require some support from the post holder. Key areas of accountability: Programme design and Quality * Support Country Programme(s) to achieve SC’s humanitarian benchmarks and indicators * Provide support to ensure output trackers are in place and submitted on time * Provide support to ensure response outlines and strategies are submitted on time, linking with Humanitarian Technical Backstops to ensure their input is considered * Support implementation of evaluations (Program and Ops evaluations) SCI backstopping objectives * Ensure review of key categorisation deliverables, adherence to ag reed processes and provides a sounding board for discussion of key actions/decisions. * Act as a focal point, liaison, brokerage and Information dissemination between the Country Office(s), members and SCI Centre and Regional Office. * Provision and identification of operational support and assistance to the Response Team Leader and Country Programme(s). * As part of the Middle East and Eurasia (MEE) Humanitarian Operations Team to provide support to the strategic development of operational support to Country Offices across the Middle East and Eurasia Region. Strategic and Operational Coordination * Review of existing strategic priorities and plans * Ensure adherence to agreed strategic priorities and plans * In close coordination with the Humanitarian Technical Working Groups (HTWGs) and the SCI Humanitarian Team, establish and/or confirm the role of each person for technical backstopping, finance and grants leads, HR leads and logistics leads for each country. * Collect, input into and disseminate key information such as response outlines and strategies, needs assessments, appeal documents, sitreps etc., as necessary or as agreed * Encourage collection of adequate operations monitoring information at country level and timely dissemination * Ensure operations coordination with the activities of media/communications and advocacy * Chair regular technical/operations cross-member phonecalls and organise Emergency Management Group calls as necessary/agreed. * Provide support to ensure categorisation deliverables are met Funding, Grants and Finance * Ensure tracking of funding pipeline and reporting of funding against appeal targets * Ensure adequate reporting of income and spend * Ensure communication of funding opportunities between members and Country Office * Monitor financial information r elating to the ongoing emergency and raise issues with SCI Region and Centre teams as required HR and Deployments * Work closely with Regional HR team for effective collaboration with the Country Office(s)/Team Leader, SCI Global Roster Manager, Functional Backstops (Technical, HR, F&G, Logs) and Members to ensure response(s) are appropriately and adequately staffed. * Coordinate with Regional HR team on up to date status of international deployments. * Provide specific gap filling capacity as required Security * Support Country Office(s)/Team Leader in the implementation of minimum safety and security requirements, in liaison with the SCI security team as required. * Support revision of security documents as and when required * Ensure that staff deployed follows appropriate pre-departure security requirements. General: * Demonstrate leadership in relation to Save the Children policies and practice with respect to child safe guarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. Qualifications and Experience: * At least 3 solid years senior-level field experience in the humanitarian sector working in a senior humanitarian operations role in at least 2 different contexts * Strong understanding of humanitarian context and application of humanitarian principles * Thorough understating of emergency response processes to achieve the result effectively * Strong interpersonal skills to develop and maintain collaborative relations at all levels of management / leadership, must be capable of summarising and communicating complex information and data * In depth understanding of how to operate safely and securely in humanitarian response. * Effe ctive leadership skills to support the humanitarian response. * Skills to manage and operate in a pressured and changing environment * Excellent English language skills and Arabic language preferred. * Mature outlook and flexibility essential * Good attention to detail We need to keep children safe so our selection process reflects our commitment to the protection of children from abuse.
