Role:
The Finance & Grants Manager leads all finance activity for the Syrian refugee humanitarian programs in Iraq, under the supervision of the Finance Director. The Emergency Finance & Grants Manager will be responsible for finance planning, budgeting, management of the FMS, grants and contracts management, ensuring financial and grants compliance and supervision and mentoring of the finance team. The position ensures quality services to clients in line with SCI Policies and Procedures. The role is based in Dohuk, the Kurdistan Regional Government, Iraq and for 12 months.
Key areas of accountability:
Budget Preparation, Management and Monitoring
* Participates in the preparation of budgets for new projects and grant modifications for the Syrian refugee response;
* Produces quality Budget vs. Actuals (BvA) analyses to suppor t budget holders and conducts monthly budget monitoring with the budget holders;
* Provides advice/ training to budget holders on budget management and phasing.
Cash Management and Banking
* Support with management of the cash flow to ensure timely and secure transfer of funds to meet humanitarian program needs, liaising with local bankers as required;
* Oversees the maintenance of all bank account related documents, including bank reconciliations when/ if an SCI bank account is opened in a humanitarian response area.
* Manages the Finance Assistant to ensure all financial records are accurate, fully compliant and that petty cash and cash advances are accurately recorded and tracked.
Management of FMS / Agresso
* Directly updates the Fund Management System (FMS) with humanitarian budget, forecast and expenditure information:
* Maintains and regularly reviews Fund Management System (FMS) maste r data;
* Provides technical assistance to the Iraq finance staff on FMS and liaises with SCI Regional Office to resolve any FMS issues.
Grant / Contract Management and Compliance
* Prepares donor financial reports on time and in accordance with donor-agreed budget lines.
* Ensures compliance with all donor requirements and advises budget holders on compliance issues.
Other responsibilities
* Reviews the monthly payroll calculation and its related taxes and ensures accuracy;
* Participates in monthly finance team meetings, financial closing and ensures accuracy of reports to be submitted to SCI centre;
* Manages FMS reconciliations and ensures accuracy of balance sheet items;
* Partner finance-related due diligence and vetting processes and, as necessary, provides technical assistance to meet capacity gaps identified in the process;
* Assists in preparation of all documents for a udits and facilitates the work of the auditors in-country.
* Performs field visits to major project sites;
* Take up additional financial and grants management responsibilities as requested by the Finance Director to support both development and humanitarian activities
Qualifications and Experience:
* At least five years experience, of which three at a management level, within the finance and grants department of an international organization including experience with finance/grants/contract management in emergencies;
* Masters in Finance, Business or a professional accountancy qualification;
* Working knowledge of SCI’s FMS will be a plus;
* Ability to manage a complex and diverse workload and to work to tight deadlines.
* Excellent analytical skills – the ability to analyse complex financial data and design and produce effective management information.
* Previou s experience with various donors USAID, Europe Aid, CIDA , World Bank, UNICEF
* Strong communication and interpersonal skills.
