BACKGROUND:
From 2011, UNFPA Country Offices in Syria, Egypt, Iraq, Jordan, Lebanon and Turkey have been scaling up humanitarian response activities to meet the needs of the populations affected by the on-going crisis in Syria. UNFPA’s programming focuses on providing the affected and refugee populations with access to reproductive health services as well as to preventing and responding to Gender-Based Violence (GBV). Although UNFPA’s programs are tailored to meet country-specific contexts, there is a need for stronger regional support to ensure the implementation of high-quality and evidence-based programming.
JOB DESCRIPTION
UNFPA set up a small Syrian Response Hub in Amman, Jordan to strengthen its coordination, resource mobilization and communication efforts. The Regional GBV Specialist will be based at the Hub in Amman, Jordan and provide technical and coordination support to the 6 country offices involved in the Syrian Regional Response efforts. Under the direct supervision of the Regional Director for the Arab States Regional Office/ Regional Humanitarian Adviser, the Regional GBV Specialist will engage in strategic partnerships and promote regional approaches to ensure a holistic approach to GBV programming and the coordination of GBV interventions in the context of UNFPA’s humanitarian response to the crisis in Syria. The Regional GBV Specialist will build on UNFPA’s Country Offices existing programs ensuring adherence to global best practices and lessons learned.
DUTIES AND RESPONSIBILITIES:
Reporting to the head of the Arab States Regional Office/ Regional Humanitarian Adviser, and in partnership with the Humanitarian and Fragile Contexts Branch, the Regional GBV Specialist is expected to perform the following duties and responsibilities:
§ Actively liaise with other regional and country-level UNFPA staff responsible for GBV and Gender issues, including the Humanitarian Program Specialist/Advisers in Cairo and Istanbul, in order to support ongoing work to address GBV in humanitarian contexts and avoid duplication of efforts.
§ Provide ongoing, strategic support to the UNFPA Country Offices affected by or recovering from the crisis to design, implement and monitor comprehensive, multi-sectoral GBV programmes and to coordinate systems of GBV interventions, in line with the IASC GBV Guidelines and as per UNFPA’s mandate under the Protection Cluster.
§ Provide authoritative technical and policy advice to partner organizations and authorities on issues and developments relating to the protection of women and girls in conflict and post conflict settings, in line with the IASC GBV Guidelines, SOPs and other technical documents.
§ Provide direct support for UN humanitarian interventions to address GBV, especially through contributions to the protection cluster working groups, GBV sub-clusters, gender theme groups, and other relevant bodies at global, regional and national levels; support establishment/enhancement of GBV sub-cluster bodies at national level, where relevant.
§ Engage with civil society organizations, governments, donors, and UN and
other partners to support advocacy initiatives to raise awareness about GBV in crisis and recovery settings.
§ Support governments to develop and/or enhance existing national action plans and responses to address GBV in crisis/post-crisis contexts.
§ Conduct training to build skills of those directly and peripherally involved in GBV response and prevention in humanitarian contexts, including within UNFPA, UN partner agencies, NGOs and governments, with an emphasis on assisting UNFPA offices and partners to understand and operationalize UNFPA’s mandate under the Cluster System.
§ In collaboration with the global GBV Area of Responsibility Working Group of the Protection Cluster, document good practices and approaches for deepening the knowledge base developing more evidenced-based programming around GBV programming and coordination in emergencies amongst both UNFPA and partners.
§ Support pilot-testing/roll-out efforts and support development of new tools for the safe and ethical collection, sharing and analysis of GBV data in humanitarian and recovery settings (e.g. to identify trends and patterns), including but not limited to the UNFPA/UNHCR/IRC Gender-Based Violence Information Management System.
§ Actively participate in resource mobilization for GBV activities in crisis and recovery settings (for preparedness, response and recovery) across the sub-region, including through CAP and Flash Appeals, donor meetings, participation in high-level meetings on GBV in the region, etc.

QUALIFICATIONS AND EXPERIENCE REQUIRED:
§ Advanced degree in social sciences or humanities, public health or social work
§ Specialized training in reproductive health, social work and/or fields directly related to gender-based violence response
§ 7 years of experience – of which at least 2 at the international level
§ Practical experience in GBV programme development and management
§ Technical knowledge and experience in GBV prevention and response using a survivor-centered approach
§ Previous experience in humanitarian response/emergencies
§ Full proficiency in English, some Arabic preferred
