Overall objective
The purpose of this position is to provide technical and logistical support to LHIF to leverage their advocacy work by making the best use of opportunities for influencing policy and practice. This shall be achieved through developing common positioning on key humanitarian issues, representing members internally and externally and supporting in lobbying key donors, UN agencies and Government Representatives.
Key Responsibilities
• Act as the secretariat of the LHIF both internally and in relation with external stakeholders,
• Provide technical expertise on and manage advocacy activities agreed on by the LHIF,
• Assist the Steering Committee in representing the LHIF in the different fora and meetings held in Lebanon and abroad if / when needed,
The LHIF Coordinator will be administrated by the Danish Refugee Council and report to the LHIF Steering Committee.
Secretariat
• Organise and facilitate the bi-weekly LHIF meetings,
• Coordinate the LHIF meetings with external stakeholders (donors, partners, UN agencies, governmental bodies…),
• Record and disseminate detailed minutes in all meetings attended by LHIF members and LHIF SC members,
• Call for ad hoc meetings in consultation with LHIF SC in response to specific humanitarian issues.

• Act as liaison with the regional SIRF and potentially any other NGO fora,

• Organize any events with policy makers and relevant stakeholders in consultation with the LHIF SC to advance humanitarian issues raised by the LHIF.
Representation
• Assist the LHIF Steering Committee in representing the LHIF in meetings with Governments especially the Government of Lebanon, the United Nations, and donors, to convey views of the LHIF members,
• Represent the LHIF at the regional NGO Forum (SIRF) and report relevant information to its members,
Minimum Requirements
• International experience in NGO advocacy work and / or in NGO Coordination Fora,
• Excellent representation and diplomatic skills.
• Understanding of the key Humanitarian issues,
• Several experiences of emergency and development work with a broad understanding of context, dilemmas, challenges and ways of working.
• Previous experience in dealing with Governments, donors and UN agencies,
• Ability to think strategically and critically and beyond the local/country context.
• Excellent listening and communication skills including both verbal and written,
• Ability to work in a team and being a driver for building good and positive relationships,
• Ability to work in a dynamic environment and be adaptive to change,
• Knowledge of Lebanon and/or Middle East a strong asset,
• Familiarity with INGO and UN/humanitarian coordination mechanisms.

Iraq: Emergency Logistics Coordinator

Role: The Logistics Coordinator has responsibility for the oversight and management of logistics activities for the Northern Iraq response, and will be expected to provide additional support to the team responding in Anbar Governorate, central Iraq. The post holder is responsible for effectively managing logistics staff, vehicles, assets and relief stocks supply chain as well as distributions to beneficiaries, ensuring effective and accountable logistics support to Save the Children emergency programmes in the country of operation. The Logistics coordinator will manage the maintenance and scale up as needed of logistics functions and responsibilities and associated staff. He / She will support the Response Team Leader and Director of Program Operations to deliver logistics support to the response. The role is based in Kurdistan Regional Governorates (KRG) with travel to Anbar Governorate, Iraq and for 12 months. Key areas of accountability: Ongoing Management * Ensure the office and accommodation set up in Dohuk is fit for purpose and appropriate to the size of the team. If necessary put in place plans to support operations in Erbil. * Oversee the development of Save the Children’s logistics structure in Northern Iraq – recruiting, training, forecasting of requirements and structuring of the team, work and priorities. This will include assisting in the recruitment and training of new logistics personnel in Dohuk and KRG that are required for the response. * Liaise with the response team and then draft procurement plans for all ongoing and new grants that are approved. * Work with the logistics team in Dohuk and Sulaymaniyah to carry out procurements as required – taking responsibility for all tendering processes. * Manage the procurement, storage and distributions of NFIs in KRG – setting systems in place that the national team can then manage. * Establish framework agreements for key services such as hotels, vehicle hire and stationary supplies. * Close involvement in the development of new proposals, including conducting assessments, to ensure adequate logistics service provision throughout the response. Asset management: * Manage programme communication systems ensuring that all program locations have reliable means of voice and data communication as per security policy. * Ensure a centralised Asset Register is maintained, that all programme assets are logged, issued with unique asset numbers and are tracked as per CO policies. Distributions * Coordinate various distributions of humanitarian aid to beneficiaries, primarily hygiene and winterisation kits. Advise staff involved on best practices, proactively plan for distribution activiti es, and lead on actual distribution exercises and ensure they are conducted in an efficient and effective way. * Liaise with programme and M&E teams to ensure audit trails correct information is recorded from purchase through to distribution and follow up. Relationship management * Liaise closely with the Finance staff to ensure accountability, donor compliance, expenditure linked to proposals and grants, produce expenditure reports to assist the Finance team with forecasting, and manage logistic budgets in line with standard budget monitoring procedures. * Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies. * Save the Children is a dual mandate organisation and as such the Emergency Logistics Coordinator is also expected to support the ongoing development work of the Iraq CO as the workload and needs allow. Qualifications and Experience: Essential * At least 3 years’ experience in logistics, preferably in the humanitarian sector. * Experience of organising distributions in a humanitarian context. * Strong knowledge of the following: procurement, supply chain, warehousing and stock control, transport & fleet management, and distributions. * Ability to understand policies, regulations, procedures and guidelines, and apply them practically. * Experience of analysing and developing budgets in conjunction with programmes and finance * Problem analysis and solving, decision making skills * Strong capacity building experience – ability to train logistics and non-logistics staff on the requirements and processes involved in logistics * Good communication skills. Ability to effectively communicate with multi-level personnel as well as suppliers & services providers and their representatives. * Ability to work independently under minimum supervision. Job Summary: The primary function of the Protection/GBV Coordinator is to support the scale-up of protection activities amongst urban and camp-based Syrian refugees, including GBV prevention and response activities. 1. Program Planning • Work closely with the Country Director, MHPSS Advisor, Program Managers and Program Coordinator/Grant Manager to understand program goals and to meet expectations • Contribute to ongoing assessments and analyses to better understand protection risks, to map points of service for survivors of GBV and vulnerable individuals, and to identify support structures • Analyze trends of GBV and develop/adjust program strategies to meet needs • Contribute to program design and the preparation of concept notes and proposals 2.
