Role: The Child Protection manager will act as the technical lead on all child protection-related programming for the Save the Children emergency response in KRG and Anbar Governorates. The CP manager will be expected, with limited support, to lead on child protection-related assessments, programme design and implementation and coordination with stakeholders. In addition, she/he will oversee the monitoring & evaluation of child protection activities and assist on relevant donor reporting. The CP PM will also be expected to play a leadership role within a response team, supporting and building the capacity of collea gues. The role is based in Kurdistan Regional Governorates (KRG) with travel to Anbar Governorate, Iraq and for 12 months. Key areas of accountability: Programme Support: * Expand and update as needed the CP Program Strategy for KRG refugee camp and urban populations; refugees in Anbar Governorate. * Prepare and oversee programme implementation to ensure timely delivery of programme activities, including monitoring against log frames, individual performance management work plans, identifying programme supplies needs and coordinating with the logistics team to put in place a sensible phased procurement plan. Programmes to develop and implement include: * Construction and equipment of CFS/YFS across all CP Program locations (urban and rural) – with ongoing child and youth appropriate activities, including life-skills for youth; * Awareness campaigns in camp and urban settings on child protection issues; * Development of training materials and training and capacity building of SC, partner, volunteer and CFS/YFS facilitators in child protection and child resilience issues and programming, with a focus on psycho-social support. * Strategically plan staffing needs to implement the CP program activities and work with the HR team to recr uit in line with approved awards; assist in training CP staff and volunteers, and staff from key partner organisations. * Collaborate with CP teams in Iraq and neighbouring countries to use best practice and existing materials for CP activities. Monitoring, Evaluation and Reporting: * Lead on child protection assessments as required, ensuring assessment findings are documented and that all assessments include a disaggregated analysis of children’s needs. * Working closely with the Monitoring & Evaluation team put in place a child protection M & E plan, ensuring this links to reporting requirements, and capacity build child protection and M&E field staff in carrying out the work. * Put in place accountability activities for child protection, ensuring that feedback from all relevant stakeholders is considered in programme design. * Prepare timely programme and donor reports on child protection project activit ies in compliance with internal SC requirements and any relevant external donor requirements Fundraising and Advocacy: * Working closely with senior staff, support fundraising for child protection, including development of high quality concept notes and proposals. * Ensure that Save the Children’s work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed. This may involve taking the lead in the Child Protection Working Group and/or sub-groups. Capacity Building: * Identify learning and training opportunities for Save the Children staff and partners and support and build the capacity of less experienced staff. * Save the Children is a dual mandate organisation and as such the Child Protection Manager is also expected to support the ongoing development work of the Iraq CO as the workload and needs allow. Qualifications and Experience: Essential * Significant experience working in an emergency response context or in fragile states * Proven experience in Child protection * Ability to identify the main gaps in child protection in the given context to inform a holistic response for children. * Previous experience of managing a team and of project management * Experience of and commitment to working through systems of community participation and accountability * Experience in monitoring and evaluating child protection programmes in emergency, transition and development contexts * Ability to work both in an advisory and a hands on implementation capacity * Experience in capacity building and in strengthening various duty bearers understand ing of and response to child protection. * Experience of representation and ability to represent SC effectively in external forums. * Excellent communication skills with a high level of written and spoken English * Politically and culturally sensitive with qualities of patience, tact and diplomacy * The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances. * Commitment to and understanding of child rights, the aims and principles of SC, and humanitarian standards such as the Sphere Charter and the Code of Conduct. Role: The Education Manager will act as the technical lead on all education-related matters for the Syrian Refugee response in KRG and Anbar Governorates. The ED PM will be expected, with limited support, to lead on education-related assessments, programme design and implementation at proposal and strategy level, as well as support on fundraising, recruitment and procurement, liaising and linking with other sectors as appropriate. In addition, the advisor will oversee the monitoring & evaluation of education activities and take the lead on the education cluster coordination. The Education Manager will also be expected to play a leadership role within a response team, supporting and building the capacity of colleagues. The role is based in Kurdistan Regional Governates and for 12 months. Key areas of accountability: Programme Support: The Education Manager, working with the Response Team will: * Expand the Education Program Strategy for KRG refugee camp and urban populations; * Prepare and oversee programme implementation to ensure timely delivery of programme activities, including monitoring against log frames, individual performance management work plans, identifying programme supplies needs and coordinating with the logistics team to put in place a sensible phased procurement plan. * Programmes to develop and implement may include; * Literacy/ Remedial Education programming * Creation of additional learning spaces to serve refugee populations * Outreach meetings in the camps and urban settings (specifically targeting child/youth, parents, care-givers, other duty bearers) to build better understanding of family / community priorities for education. * Teacher education/ training workshops on health, nutrition and child protection topics – targeting 80 teachers in the urban areas in the KRG. * To ensure integration (where appropriate) with other sectors, especially looking to strengthen the links between Education programmes and protection, NFI and WASH. Monitoring, Evaluation and Reporting * Lead on technical education assessments in coordination with other SC thematic areas and other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs. * Develop education program monitoring tools and work with the M&E and Assessment Officer to monitor education programming; Working closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work. * Take the initiative in documenting lessons learnt, best practice and case s tudies to shape in-country strategies and programme approaches, and contribute to broader sector learning. * Prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements. * Put in place Education accountability mechanisms, ensuring that feedback is incorporated into programme design and learning disseminated to the wider sector. Fundraising and advocacy * Lead on fundraising for Education (and integrated programming), including development of high quality concept notes and proposals. * Implement a 6 month education advocacy strategy; * Save the Children is a dual mandate organisation and as such the Education Manager is also expected to support the ongoing development work of the Iraq CO as the workload and needs allow. Iraq: Emergency Logistics Coordinator

Role: The Logistics Coordinator has responsibility for the oversight and management of logistics activities for the Northern Iraq response, and will be expected to provide additional support to the team responding in Anbar Governorate, central Iraq. The post holder is responsible for effectively managing logistics staff, vehicles, assets and relief stocks supply chain as well as distributions to beneficiaries, ensuring effective and accountable logistics support to Save the Children emergency programmes in the country of operation. The Logistics coordinator will manage the maintenance and scale up as needed of logistics functions and responsibilities and associated staff. He / She will support the Response Team Leader and Director of Program Operations to deliver logistics support to the response. The role is based in Kurdistan Regional Governorates (KRG) with travel to Anbar Governorate, Iraq and for 12 months. Key areas of accountability: Ongoing Management * Ensure the office and accommodation set up in Dohuk is fit for purpose and appropriate to the size of the team. If necessary put in place plans to support operations in Erbil. * Oversee the development of Save the Children’s logistics structure in Northern Iraq – recruiting, training, forecasting of requirements and structuring of the team, work and priorities. This will include assisting in the recruitment and training of new logistics personnel in Dohuk and KRG that are required for the response. * Liaise with the response team and then draft procurement plans for all ongoing and new grants that are approved. * Work with the logistics team in Dohuk and Sulaymaniyah to carry out procurements as required – taking responsibility for all tendering processes. * Manage the procurement, storage and distributions of NFIs in KRG – setting systems in place that the national team can then manage. * Establish framework agreements for key services such as hotels, vehicle hire and stationary supplies. * Close involvement in the development of new proposals, including conducting assessments, to ensure adequate logistics service provision throughout the response. Asset management: * Manage programme communication systems ensuring that all program locations have reliable means of voice and data communication as per security policy. * Ensure a centralised Asset Register is maintained, that all programme assets are logged, issued with unique asset numbers and are tracked as per CO policies. Distributions * Coordinate various distributions of humanitarian aid to beneficiaries, primarily hygiene and winterisation kits. Advise staff involved on best practices, proactively plan for distribution activiti es, and lead on actual distribution exercises and ensure they are conducted in an efficient and effective way. * Liaise with programme and M&E teams to ensure audit trails correct information is recorded from purchase through to distribution and follow up. Relationship management * Liaise closely with the Finance staff to ensure accountability, donor compliance, expenditure linked to proposals and grants, produce expenditure reports to assist the Finance team with forecasting, and manage logistic budgets in line with standard budget monitoring procedures. * Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies. * Save the Children is a dual mandate organisation and as such the Emergency Logistics Coordinator is also expected to support the ongoing development work of the Iraq CO as the workload and needs allow. Qualifications and Experience: Essential * At least 3 years’ experience in logistics, preferably in the humanitarian sector. * Experience of organising distributions in a humanitarian context. * Strong knowledge of the following: procurement, supply chain, warehousing and stock control, transport & fleet management, and distributions. * Ability to understand policies, regulations, procedures and guidelines, and apply them practically. * Experience of analysing and developing budgets in conjunction with programmes and finance * Problem analysis and solving, decision making skills * Strong capacity building experience – ability to train logistics and non-logistics staff on the requirements and processes involved in logistics * Good communication skills. Ability to effectively communicate with multi-level personnel as well as suppliers & services providers and their representatives. * Ability to work independently under minimum supervision. Comfortable to work in tense situations and under pressure, and in a multicultural environment. * High level of written and spoken English. * Highly computer literate, particularly with Excel * Understanding and commitment to Save the Children aims, values and principles.
