We are looking for: A HEAD OF FINANCE DEPARTMENT
Country: Jordan – based in Amman
Length of Contract: 2 months (renewable), starting September the 1st
Responsibilities: In the context of the opening of ACF’s mission in Jordan, you will be tasked with coordinating the set-up of the financial framework and policy on the mission. More specifically, you will:
·         Manage the budget
·         Control mission accountancy
·         Manage the treasury
·         Recruit, manage and train the Finance team
·         Set up internal procedures in compliance with local legal standards
    • Contribute to representing and networking for ACF in local administrations, international and local NGOs
Qualification and previous experience:
You hold a post-graduate degree in Economics and/or Finance and you have already occupied a similar position on the field for an international NGO. A previous experience with ACF is preferable; an experience in the context of the set-up of a new mission/bureau for a humanitarian organization is a major asset. You are recognized for your capacity-building and training skills. The command of SAGA is highly desirable. You speak and write English fluently, Arabic-speaking skills are an asset.
Status: Employee
- Long-term contract, provided by ACF according to the French legislation.
- All expenses paid on the field: travel out/return, collective or individual accommodation depending on position, meals and hygiene expenses
- Gross monthly salary ranging from €1805 to €2305 (13rd month included), depending on relevant experience
- Cost of living allowance : 317€ paid on the mission per month
- Per diem : 233€/month
- Social benefits: Medical, life and accident insurance provided by the institution
- 25 days of annual paid leaves
- 20 days of extra leaves per year (taken as recovery time breaks of one week every 2 or 4 months depending on the mission) + break allowances

Scope of Work:
• Prepare and review financial reports (ACCPAC, Pipelines, grant tracking, quarterly, semi annually and annually) in collaboration with the Finance and Administrative Director and program staff

• Supervise the finance staff (Finance Officer and Accountant) working for IMC, providing guidelines and mentoring.
• Monitor and review monthly and weekly cash requests and projections prepared by the Finance Officer before submitting them to IMC Split.
• Review monthly staff benefits sheets as well as payroll, and check the liability calculations in terms of social security, income taxes and health insurance.
• Oversee procurement in accordance with IMC procurement policies.
• Perform other relevant tasks as assigned by Supervisors.

Role: The Finance & Grants Manager leads all finance activity for the Syrian refugee humanitarian programs in Iraq, under the supervision of the Finance Director. The Emergency Finance & Grants Manager will be responsible for finance planning, budgeting, management of the FMS, grants and contracts management, ensuring financial and grants compliance and supervision and mentoring of the finance team. The position ensures quality services to clients in line with SCI Policies and Procedures. The role is based in Dohuk, the Kurdistan Regional Government, Iraq and for 12 months. Key areas of accountability: Budget Preparation, Management and Monitoring * Participates in the preparation of budgets for new projects and grant modifications for the Syrian refugee response; * Produces quality Budget vs. Actuals (BvA) analyses to suppor t budget holders and conducts monthly budget monitoring with the budget holders; * Provides advice/ training to budget holders on budget management and phasing. Cash Management and Banking * Support with management of the cash flow to ensure timely and secure transfer of funds to meet humanitarian program needs, liaising with local bankers as required; * Oversees the maintenance of all bank account related documents, including bank reconciliations when/ if an SCI bank account is opened in a humanitarian response area. * Manages the Finance Assistant to ensure all financial records are accurate, fully compliant and that petty cash and cash advances are accurately recorded and tracked. Management of FMS / Agresso * Directly updates the Fund Management System (FMS) with humanitarian budget, forecast and expenditure information: * Maintains and regularly reviews Fund Management System (FMS) maste r data; * Provides technical assistance to the Iraq finance staff on FMS and liaises with SCI Regional Office to resolve any FMS issues. Grant / Contract Management and Compliance * Prepares donor financial reports on time and in accordance with donor-agreed budget lines. * Ensures compliance with all donor requirements and advises budget holders on compliance issues. Other responsibilities * Reviews the monthly payroll calculation and its related taxes and ensures accuracy; * Participates in monthly finance team meetings, financial closing and ensures accuracy of reports to be submitted to SCI centre; * Manages FMS reconciliations and ensures accuracy of balance sheet items; * Partner finance-related due diligence and vetting processes and, as necessary, provides technical assistance to meet capacity gaps identified in the process; * Assists in preparation of all documents for a udits and facilitates the work of the auditors in-country. * Performs field visits to major project sites; * Take up additional financial and grants management responsibilities as requested by the Finance Director to support both development and humanitarian activities Qualifications and Experience: * At least five years experience, of which three at a management level, within the finance and grants department of an international organization including experience with finance/grants/contract management in emergencies; * Masters in Finance, Business or a professional accountancy qualification; * Working knowledge of SCI’s FMS will be a plus; * Ability to manage a complex and diverse workload and to work to tight deadlines. * Excellent analytical skills – the ability to analyse complex financial data and design and produce effective management information. * Previou s experience with various donors USAID, Europe Aid, CIDA , World Bank, UNICEF * Strong communication and interpersonal skills. IRC Jordan program is currently seeking qualified candidates to fill the below vacant position: Scope of Work The Assistant Finance Controller assists the Country Office Finance Controller by managing the day-to-day operations of the accounting unit. At the discretion of the Country Director, the Assistant Finance Controller will assume some or all of the Controller responsibilities when the FC is absent. The Position is based in Jordan, Amman with some travel requirements to the IRC Jordan field office in Mafraq. SPECIFIC RESPONSIBILITIES: The incumbent is responsible for ensuring that the day-to-day accounting operations and financial management functions are performed in accordance with IRC and country office policy and procedures.
